He explains that they would use informants to make drug transactions, with some informants being paid by the department. Additionally, Hicks mentions a disturbing practice where the Broward Sheriff's Office would manufacture their own crack cocaine and give it to undercover officers to sell on the streets. He describes this as entrapment and criminal organization.
